Precision enhancement simply isn't strong enough to counter the power of cloaks.

1) It should be basic rule for all frames to level up all scanning skills. That's why it's connected to a Core Skill. Unless you have the huge bonus applied by Precision Enhancement skills (which you don't if you aren't scanning anyone), don't say Precision Enhancement can't scan anyone.
2) ALong with Precision Enhancement, get Range Amplifiers. The base range for all suits is 10m. Not very much. I forget what the range is when the skill is maxed, but it's decent.
3) Remember that if Heavies have a cloak, they don't have much else besides that and their gun. Cloaks apparently have LOADS of CPU/PG requirements, and when they're fit on Scouts, the Scout automatically reduces those requirements*.
*I personally think they should have gone the route that Exploration Ships (Basically Scanner Scouts) went in EVE. Cloaks have tons and tons and tons of CPU (to the point where you can't fit them on anything without sacrificing all of your modules and a sidearm...), but the Scout Suit has a 100% CPU reduction on Cloaks. Done.

Yes. That's how you have to check for people if you have a Scan Range higher than 100m.

Then I don't know what's wrong with you. It's a HEAVY for pete's sake. Try out the Caldari Scout then. OR stop fitting your Gallente Scout to be stupid, and use the bonus like you should be using it. Cloak and Dampeners. Let Caldari do the Anti-Scout.

I hate to be -that guy- but to fight an invisible opponent, one must be invisible himself. Stealth Tank, Cloak, and soon you're going to find a loner that needs to recharge his cloak.
You could also get a G-Logi in your squad that has a Scanner. With the coming of cloaks and uprising of Scouts, you need to start building squads dedicated not to killing, but you now need Electronic Warfare, Anti-Scouts, etc.
